Police Comandante assassinated

Jose Garibaldi was assassinated outside his home on Wednesday morning. Gunmen in three cars surrounded him, then fired close to 50 shots, killing him.

Garibaldi was a commander for the Tijuana police force.

Luis Francisco Higareda arrested after high speed chase

A U.S. Border Patrol agent, Luis Francisco Higareda, was arrested early Wednesday after Federal agents allegedly found nearly 750 pounds of marijuana packed into 10 duffel bags in his government vehicle. Arrested with Higareda was an illegal immigrant from Mexico, Marcelino Verdugo-Cota, authorities said.

Road conditions in Tijuana & Rosarito

Wind, rain, and thunderstorms have created flooding and muddy road conditions in the Tijuana/Rosarito area. Hwy 1 (Bulevar Internacional) between the Hwy 2 intersection and Zona Rio was reported to be closed Tuesday. Also, the San Ysidro access ramp near Calle Benito Juárez and Avenida Ocampo is impassible due to flooding.

The suggested route to San Ysidro from Playas de Tijuana is to follow C. Benito Juárez to Revolución and access the Tijuana river crossing via fourth street (C. Salvador Díaz Miron) or C. Independencia.

Weather conditions continue to cause electrical, telephone, cellular and internet outages. Anyone required to travel in this area at this time is cautioned to make appropriate preparations.

The 2-meter repeater in Rosarito is off the air until user support can be organized and implemented.

Boating off the California Coast

In response to questions received from boaters requesting information regarding the impoundment of an American vessel in Ensenada because it lacked a Mexican license for the shipboard marine band radio, an individual who is active in the region's maritime industry sent me the following comments:

"We all realize that coastal security is receiving a higher priority these days. There's no new campaign to check whether or not all yachts are carrying a Mexican VHF license. Most recreational and commercial boaters realize that when they are routinely boarded by either Mexican Navy or US Coast Guard, whether on the high seas or during normal port clearance procedures, the boat is inspected for a long list of compliance items - from whether the ship's bell is mounted and gongs properly to whether everyone onboard has a valid passport. It's the boarding officer's discretion whether or not to pursue any of the minor infractions that almost every boat has. If he or she finds something suspicious on first glance, the lack of a VHF license may be the small charge that brings the vessel into port for further physical inspection while the vessel's paperwork trail is being checked internationally."

"México, 6 dic (EFE).- Enrique Salinas de Gortari, hermano menor del ex presidente de México Carlos Salinas, murió asesinado por asfixia con una bolsa de plástico, informó el procurador de justicia del Estado de México.

El procurador del Estado de México, Alejandro Navarrete Prida, confirmó en una rueda de prensa la muerte violenta del menor de los tres hermanos Salinas y dijo que hay pistas sólidas que podrían conducir a la solución del caso.

"Enrique Salinas de Gortari falleció por asfixia por sofocación en su modalidad de obstrucción de vías respiratorias altas", dijo el fiscal, quien atajó así algunas versiones sobre una posible muerte de varios disparos.

El cadáver de Salinas fue encontrado la mañana de este lunes por policías locales del municipio de Huixquilucan, aledaño al Distrito Federal, en un vehículo Volkswagen Passat gris, con matrícula del estado de Morelos, que se encontraba en el barrio de Lomas de Anáhuac de esa localidad.

"No hay disparos, no hay elementos que permitan señalar que hubo una tortura en términos formales. Presenta algunos hematomas nada más el cadáver, y en los codos", añadió el funcionario.

El cuerpo del menor de los Salinas yacía en el asiento delantero derecho "con una bolsa de plástico cubriéndole la cabeza", dijo Navarrete.

El fiscal señaló que la Procuraduría de Justicia del Estado de México "continúa con las investigaciones" y cuenta con varias pistas sólidas en el caso.

Navarrete dijo que el móvil no está claro pero que por el momento "lo que hemos descartado (...) es el secuestro", las de índole política, y señaló que es posible que conociera a sus victimarios.

Para el fiscal, una muerte por asfixia "significa que la intención original no era provocarle la muerte sino generar una extorsión, obtener algún tipo de información".

Navarrete pidió "dejar que las investigaciones avancen" e indicó que la dependencia que dirige tiene "evidencia jurídica sólida que nos va a permitir tener una investigación muy ágil".

"La tasa de esclarecimiento de homicidios en el Estado de México es de las más altas del país. Tenemos una superior al 85 por ciento de homicidios dolosos, que es muy alto, y estoy cierto que en el caso tenemos evidencias suficientes para poder concluirlo satisfactoriamente en bien de la justicia", agregó. Mexico City, December 16, 2004. The Prosecutor of the State of Mexico reported that Enrique Salinas de Gortari, the younger brother of the ex president of Mexico Carlos Salinas de Gotari, was murdered by asphyxiation with a plastic bag.

The State Attorney of Mexico, Alejandro Navarrete Prida, confirmed in a press conference the violent death of the younger of the three Salinas brothers, and said that there are solid clues that might lead to the solution of the case.

"Enrique Salinas de Gortari died of asphyxia in the form of obstruction of the upper airways", said the State Attorney, who considered some versions among several possible murder causes.

The body of Salinas was found this Monday morning in a gray Volkswagon Passat, with Morelos State registration, by local Municipal police, adjacent to the Federal District, in the Lomas de Anáhuac quarter of the township of Huixquilucan.

"There are no shots, there are no elements that allow to point out that there was a torture in formal terms. The corpse presents some haematomas, not at all more, and in the elbows ", added the official.

The body of the younger Salinas was lying in the front right seat " with a plastic bag covering the head ", said Navarrete.

The district attorney pointed out that the Attorney General of the State of Mexico " continues with the investigations " and possesses several solid tracks in the case.

Navarrete said that the motive is not clear but that for the time being " what we have discarded (...) it is kidnapping," of a political nature, and it pointed out that it is possible that he knew his attacker.

In the official's view, a death by asphixiation "shows the original intention was not to cause death, but to extort, to gain some type of information."

Navarrete asked " to allow that the investigations advance "and indicated that the directing office has "solid juridical evidence that is going to allow to have us a very quick investigation."

"The solution rate of murder cases in the State of Mexico is of the highest of the country. We have one superior to 85 per cent of aggravated homicides, which is very high, and I am sure that in this case we have sufficient evidence to be able to conclude it satisfactorily for the good of justice ", he added. Confirman yacimiento-Natural gas deposits confirmed

"El yacimiento de gas metano descubierto en la región alta del Golfo de California, en la zona conocida como “Depresión Wagner”, se considera uno de los más importantes en el mundo, porque puede generar hasta 145 millones de metros cúbicos por día.

El informe presentado ayer por el coordinador de asesores de la presidencia municipal, Alfredo Cañas Mendoza, destaca que el yacimiento se relaciona con procesos geológicos ocurridos hace millones de años.

La “Depresión Wagner” se localiza a unas 50 millas de las costas de Baja California, casi frente a las comunidades de San Felipe, Puertecitos y San Luis Gonzaga, estas dos últimas dentro de los límites del municipio de Ensenada.

Cañas Mendoza indicó que el doctor Nicolás Grijalva Reyes, investigador del Centro de Investigación Cientifica y Educación Superior de Ensenada (Ciese), encabezó dos cruceros de exploración en Golfo de California en el 2003.

El objectivo de los cruceros, abundó, fue identificar los gases que fueron observados en los que se realizaron entre julio y octubre de 1986, en las tareas de investigación se involucraron naves de la Armada de México."

A methane gas deposit discovered in the upper region of the Gulf of California, in the zone known as the “Wagner Depression”, is considered one of the most important in the world, because it can generate up to 145 million cubic meters per day.

The report presented yesterday by the coordinator of advisers of the (Ensenada) municipal presidency, Alfredo Cañas Mendoza, emphasizes that the deposit is related to geological happened processes million years ago.

The “Wagner Depression” is located to approximately 50 miles from the coast of Baja California, almost opposite to the communities of San Felipe, Puertecitos and San Luis Gonzaga, these last two are inside the limits of the municipality of Ensenada.

Canes Mendoza indicated that doctor Nicolás Grijalva Reyes, investigator of the Center of Scientific Investigation and Higher education of Ensenada (Ciese), headed two cruises of exploration in Gulf of California in 2003.

The aim of the cruises, which was implemented, was to identify the gases observed in what was realized by those who performed tasks of investigation between July and October, 1986, on Mexican Navy ships.

The classes will begin 21 October with a math review. They will be held every Tuesday and Thursday, and are scheduled to end by 16 December. Bob Bostic, KB7NG, is the instructor; he is an electrical engineer.

Real estate craziness

I was sitting at a roadside lunch establishment south of Porto Nuevo, blissfully minding my own business when....

A police cruiser drove slowly by and a woman burst from a nearby real estate office screaming. The people in the real estate office had stolen papers from her, she proclaimed loudly. A man came out of the office and denied her assertions. "He's lying!!" she said frantically. A heated argument ensued, and two policemen went inside and searched the office for the missing papers. It was apparently determined that the lady had misplaced them in her car. She got in her car and drove off.

The proprietor of the cafe showed up with the order and my wife, the cook, and a real estate agent from the office discussed the situation. "The woman is crazy." the agent muttered. "What happened that got her so upset?" asked the cook. We turned to the agent, and she told us that it was all a misunderstanding.

The cook was unconvinced, as the agent made small talk and eventually went back into the office.

Since I am not very good at reading tea leaves, I can't be sure what precipitated this ugly little scene. The lady who did all the yelling apparently wasn't wired tightly. The real estate office involved has a reputation locally for sleazy business practices. The agent's off the cuff remarks seemed disingenuous.

The policemen, who answered the lady's call for help, handled the issue professionally and apparently this issue is resolved. But hey, what is up with all the fuss?

Apparently you have to choose your real estate agent as wisely as you would choose your friends.
